Why disabled billing code still exists
The server keeps account and billing boundaries fail-closed so a configuration mistake cannot create a paywall or charge anyone. No identity provider, billing provider, checkout or payment route is active.
Quality gates still matter
Free access does not lower the standard for freshness, source rights, forecast scoring, security or accessibility. Those controls remain public.
